Neighborhood and Land Use Planning

With five certified planners on our staff, JLA helps our clients navigate their way through planning projects that require expert public involvement in order to be successful. In addition to transportation planning, we bring strong experience in neighborhood and concept planning, urban renewal, code and zoning, and watershed planning. We understand the importance of proper planning in Northwest communities and we have the staff and expertise to make these projects successful.

North/Northeast Economic Development Initiative

North/Northeast Economic Initiative

The North/Northeast Economic Development Initiative was a partnership between the PDC and the community to ensure that PDC investments enhance livability and economic opportunity within the urban renewal areas and the city at-large. The project included an analysis of past and planned investments, possible boundary adjustments and priorities for new investments in three Urban Renewal Areas in North and North East Portland. JLA supported the process by ensuring successful advisory meetings and project transparency by assisting and advising with a project information clearinghouse on Facebook. JLA worked with PDC staff in meeting logistic coordination, including catering, room-set up, audio-visual and social-media support. JLA also provided video services for PDC. Full meetings, video summaries and video presentations were created by JLA and posted on the project's Facebook page. This project was selected as 2011 Project of the Year for Best Planning Project by the International Association for Public Participation, Cascade Chapter.

78th St./WSU Property Concept Plan

JLA helped Clark County, WA consider future options for the use of 79 acres at the 78th Street/Washington State University property (formerly the County's Poor Farm). The public involvement process included a series of stakeholder interviews, formation and facilitation of a sounding board, and coordination of public open houses and online workshops. Hundreds of people participated in the planning effort, which included creative outreach efforts. JLA's expert staff helped guide this community visioning process, which includes future agricultural preservation and sustainability practices that will have long lasting benefit for the entire region.

Multnomah County Urban and Rural Reserves

Client: Multnomah County

Metro, Portland's regional government, recently led an expansive regional effort to designate urban and rural reserves to accommodate future growth and protect valuable farm and resource areas in the tri-county metropolitan area. As part of this effort, JLA helped guide Multnomah County through its process of designating urban and rural reserves to provide greater predictability for landowners, farmers and communities about where the urban growth boundary may expand over the next 40 to 50 years. JLA facilitated an 18-member Citizens Advisory Committee, through a difficult but successful process of evaluating different land areas in the County in order to make recommendations on future reserves.
